Tanzania kuziunga mkono Nchi Zinazoendelea Zisizo na Mlango wa Bahari, Yatoa Wito kuutumia Mpango wa Awaza Kuwa Ramani ya Mageuzi


Tanzania imeeleza kuziunga mkono nchi zinazoendelea zisizo na mlango wa bahari kutimiza matarajio na kukabiliana na changamoto zinazozikabili na kutoa wito wa kuchukua hatua za pamoja na kuufanya Mpango wa Awaza kubadilisha ahadi kuwa matokeo halisi.

Katibu Mkuu wa Wizara ya Uchukuzi, Prof. Godius Kahyarara, ametoa kauli hiyo alipozungumza tarehe 6 Agosti 2025 kwenye Mkutano wa Tatu wa Umoja wa Mataifa kuhusu Nchi Zinazoendelea Zisizo na Bahari unaofanyika mjini Awaza, Turkmenistan.

Prof. Godius Kahyarara amesisitiza juu ya umuhimu wa kubadilisha Mpango wa Awaza kutoka kuwa tamko la Mkutano huo na kuufanya kuwa ramani ya kuelekea kwenya matokeo chanya ya maendeleo jumuishi.


“Tanzania si nchi isiyo na bahari, lakini nafasi yetu ya kimkakati kama nchi yenye Bahari na njia ya usafiri inatufanya kuwa kitovu cha muunganiko wa kikanda katika ukanda wa Afrika Mashariki na Kusini mwa Afrika. Bandari zetu, njia za usafirishaji, na miundombinu ya usafirishaji hutumika kama mishipa muhimu kwa uchumi wa nchi kadhaa zisizo na mlango wa bahari, ikiwemo Zambia, Malawi, Uganda, Rwanda, Burundi na Jamhuri ya Kidemokrasia ya Kongo,” alieleza Prof. Kahyarara.


Alihimiza kuwa Tanzania itaendelea kujitolea kutoa suluhisho bora, salama na linalostahimili mabadiliko ya tabianchi kwa ajili ya kurahisisha biashara na maendeleo kwa majirani zake wasio na mlango wa bahari.


“Tunaendelea kutekeleza miradi mikubwa ya uwekezaji kupitia Ukanda wa Kati na TAZARA, kuboresha Bandari ya Dar es Salaam, kupanua miundombinu ya reli na barabara, pamoja na kurahisisha taratibu za forodha mipakani kwa mujibu wa Mkataba wa WTO wa Kurahisisha Biashara na soko la eneo huru la Afrika (AfCFTA). Tunaamini kuwa kubadilisha njia za usafirishaji kuwa kanda za kiuchumi ni hatua muhimu kwa mageuzi ya kiuchumi, ushirikiano wa kikanda, na ustawi wa pamoja,” alisisitiza.


Alieleza kuwa Tanzania imedhamiria kuendelea kushirikiana kwa njia za uwili, ushirikiano wa Kusini kwa Kusini, ushirikiano wa pembe tatu na majukwaa ya kikanda ili kusaidia nchi zisizo na mlango wa bahari kuvuka vizingiti vya kimfumo na kuwa nchi zenye uhusiano wa moja kwa moja na masoko.


Prof. Kahyarara alisema Tanzania inasisitiza haja ya kuchukua hatua za pamoja ili kuhakikisha Mpango wa Awaza unakuwa siyo tu tamko la nia, bali ni ramani ya kweli ya mageuzi.


“Mkutano huu uwe chombo cha mabadiliko ambacho kitaashiria mwanzo mpya—ambapo maendeleo ya nchi yoyote hayatekwi na jiografia yake, bali mshikamano na maendeleo ya pamoja ndiyo yanayoongoza safari yetu ya pamoja kuelekea 2030 na baada ya hapo,” alisisitiza.


Alisisitiza kuwa Mpango wa Awaza haupaswi kubaki kama hati isiyotenda kazi, bali uwe ramani hai ya mageuzi inayoungwa mkono kwa vitendo na washirika wa maendeleo, taasisi za kifedha, na nchi jirani za pwani kwa pamoja.

Tanzania Reaffirms Strong Support for Landlocked Developing Countries.

Call the Awaza Programme of Action to be turned into a roadmap for change.

Tanzania has reaffirmed its commitment to the aspirations and challenges of landlocked developing countries (LLDCs), calling for collective action to turn promises into progress.

Permanent Secretary of the Ministry of Transport Prof. Godius Kahyarara told the General Debate during the third United Nations Conference on Landlocked Developing Countries (LLDC3) in Awaza, Turkmenistan, on 6th August, 2025.
He emphasised the need to transform the Awaza Programme of Action from a declaration of intent into a practical and impactful roadmap for inclusive development.

“Tanzania is not landlocked, but our strategic location as a coastal and transit country places us at the heart of regional connectivity in Eastern and Southern Africa. Our ports, transport corridors, and logistics infrastructure serve as vital arteries for the economies of several LLDCs, including Zambia, Malawi, Uganda, Rwanda, Burundi, and the Democratic Republic of Congo,” he emphasised.

Prof. Kyaharara reaffirmed Tanzania’s enduring commitment to facilitate efficient, secure, and climate-resilient transit solutions that unlock the trade and development potential of her landlocked neighbours.

“We are actively implementing flagship investments under the Central Corridor and TAZARA, modernising the Dar es Salaam Port, expanding rail and road networks, and simplifying border and customs procedures in line with the WTO Trade Facilitation Agreement and the AfCFTA. We believe that transforming transport corridors into economic corridors is essential for structural transformation, regional integration, and shared prosperity,” he added.

He said Tanzania also reaffirms its commitment to bilateral, South-South, triangular, and regional cooperation to help LLDCs overcome structural barriers and become “landlinked”. and supports the proposal to establish an International Day to raise awareness of the special needs and rights of LLDCs.

He finalised by saying that Tanzania reiterates its unwavering support for the aspirations of her landlocked brothers and sisters, emphasising the need for collective action to ensure that the Awaza Programme of Action becomes not merely a declaration of intent, but a true blueprint for transformation. “Let this conference mark a turning point where no country’s development is held hostage by its geography, and where solidarity and shared progress guide our collective journey to 2030 and beyond.

He said the Awaza Programme must not remain a static document; instead, it should serve as a living blueprint for transformation that is actively supported by development partners, financial institutions, and neighbouring coastal countries alike.
