An Indian court on Tuesday said the spot-fixing allegations from this year's Indian Premier League should be reinvestigated after declaring that a panel set up by the Board of Control for Cricket in India was 'illegal and unconstitutional.'
The panel had cleared two teams and its officials of the charges.
"The entire incident needs to be reinvestigated," the Bombay High Court said in its order after the Cricket Association of Bihar filed a case against the BCCI.
"There was disparity in the evidence collected by the probe panel."
The order effectively strikes down the panel's report clearing Chennai Super Kings team principal Gurunath Meiyappan and Rajasthan Royals co-owner Raj Kundra of betting and keeping in touch with illegal bookmakers during the IPL.
The report was to be discussed at an IPL governing council meeting on Friday when the teams and officials were expected to be formally cleared of the charges.
Former BCCI secretary Sanjay Jagdale was originally the third member of the panel but his resignation after the spot-fixing controversy reduced the number to two.
The spot-fixing controversy arose after the arrest of Rajasthan Royals players Shantakumaran Sreesanth, Ajit Chandila and Ankeet Chavan by Delhi Police, who claimed they had proof that the players had conceded more than a specified number of runs per over in return for money from illegal bookmakers.
Delhi Police on Tuesday named all three players in a charge-sheet filed in a court that named a total of 39 persons. The list includes alleged underworld don Dawood Ibrahim and his aide Chhota Shakeel, who the police claim have been operating the spot-fixing racket from outside India.
All the accused have been charged with a stringent Maharashtra Control of Organized Crime Act (MCOCA).
Sreesanth and Chavan are out on bail, while Chandila is in jail awaiting trial. Two other Rajasthan players - Sidharth Trivedi and Harmeet Singh have also been questioned by police.
Meiyappan, who is the son-in-law of BCCI president Narainswamy Srinivasan, spent nearly two weeks in jail after he was accused of spot-fixing, while Kundra admitted only to betting and was never arrested.
Srinivasan, who is the managing director of the India Cements company that owns the Chennai Super Kings, was forced to step aside pending the investigations for fears of a conflict of interest.
Former ICC president Jagmohan Dalmiya took over as acting BCCI president in the interim.
The BCCI has also announced a separate investigation into the roles of the Rajasthan players in the spot-fixing controversy.

Two trains have collided head-on in western Switzerland, killing one of the drivers and injuring 26 passengers, police said.
The driver's body was found overnight in the wreckage of the crash on Monday at Granges-pres-Marnand in the canton of Vaud, police spokesman Jean-Christophe Sauterel said.
A total of 46 passengers had been on board, police said.
Police also said it was too early to try to ascertain the cause of the crash.

Spain has mourned the 79 people killed in its worst train disaster in decades with a solemn memorial service attended by hundreds in the pilgrimage city of Santiago de Compostela.
The heir to the Spanish crown Prince Felipe, his wife Princess Letizia and his eldest sister Elena, walked solemnly down the aisle of the city's towering cathedral in Monday’s ceremony.
They were followed by Prime Minister Mariano Rajoy, government ministers and other officials and joined members of the victims' families and residents of the northwestern city. "We are gathered here to ask for happiness in eternity for the dead," a priest told the congregation, before a choir sang the first hymns of the service.
Outside locals and visitors including Roman Catholic pilgrims to the city stood to pay their respects outside the cathedral, at whose gates were placed flowers, candles and handwritten messages of condolence.
A crowd watched the service on a giant outdoor screen on another nearby square as the archbishop of Santiago, Julian Barrio, began the service.
Most of the dead were buried over the weekend in various parts of Spain. Regional health authorities said 69 people caught in Wednesday’s crash were still in hospital on Monday, 22 of them in serious condition.
A judge has bailed the driver of the train, Francisco Jose Garzon Amo, on charges of reckless homicide.

Two officials who were abducted by Al-Shabaab have been freed after almost two years in captivity.
Mr Mule Yesse — who was captured in January 2012 in Wajir where he was District Officer, was released on Monday, his family confirmed.
Also freed was Mr Fredrick Irungu Wainaina, who works with the office of the Registrar of Persons.
The two are currently in Nairobi.
The Nation independently established that they were received by officers from the National Intelligence Service and the Directorate of Military Intelligence who spent most of Tuesday with them.
Mr Yesse’s father, Edward said: “I’ve not seen my son but I can confirm the information is true because I have been talking to him on phone since yesterday (Monday). We are waiting for a reunion later but it’s too early to give more information.”
Edward also shared the information with a friend through an SMS seen by the Nation.
It read: “I did not want you to hear it as part of the rumours. I am happy to inform you that my son was released yesterday. More details to follow. Our God is a God of wonders! Yesse.”
Another family member who requested not to be identified said relatives had been instructed not divulge the information.

Wasanii wa filamu wanaoimba wameanza muda kidogo, wa kwanza kuingia katika muziki alikuwa Jackson Makwaya ‘Bambo’ ambaye alivuma na wimbo ‘Kitambi’.
Bambo alifanya hivyo baada ya kuwa nyota katika uigizaji kupitia kundi la Kaole Sanaa. Baadaye swahiba wake, Rashid Mwinshehe ‘Kingwendu’ naye akafuata nyayo.

Akizungumza na Mwanaspoti, Meneja Uhusiano wa Multichoice Tanzania, Barbara Kambogi alisema ofisi yake imepokea taarifa hizo na kwamba mwakilishi huyo wa Tanzania alivunja masharti ya mchezo huo kwa kuhatarisha uhai wa mshiriki mwenzake Elikem.
“Nando amekuwa na tabia ya kubeba vitu hatarishi mara kwa mara, waandaaji wa mashindano walituvumilia kwa mara ya kwanza alipokutwa na kisu kwenye sherehe ya Channel O mwezi uliopita, lakini baadaye amegombana na mwenzake anaahidi kumuua, ule mkasi aliobeba kwenda nao chumbani ni kithibitisho,” alisema Kambogi.
Kambogi alisema bado haijafahamika rasmi ni lini Nando atarejea nchini kwani kwa sasa lazima atafutiwe mwanasaikolojia ili aweze kurudishwa katika hali yake ya kawaida.
Kabla ya kugombana na Elikem, Ijumaa iliyopita, Nando amekuwa na tabia ya kubeba vitu vya hatari mfukoni akiwa kwenye sherehe mbalimbali zilizokuwa zikifanyika ndani ya jumba hilo.
Baada ya kukutwa na kisu mwezi uliopita kwenye sherehe ya Channel O, Biggie(kiongozi wa jumba) alimwita na kumpa onyo la kwanza, lililohusu ukiukwaji wa sheria za mashindano kwa kutembea na silaha.
Ijumaa iliyopita, Nando aligombana na Elikem na kupeana maneno makali. Hilo lilikuwa kosa la pili kwa Nando.
Kama haitoshi Nando alisema “ Najisikia kama nimchome kisu, mtu kama huyu anastahili kufa,” baadaye kamera zilimnasa Nando akichukua mkasi na kwenda nao chumbani kisha aliuweka chini ya mto wake, tukio hilo lilihatarisha usalama kwa Elikem.
Aliitwa katika chumba cha maulizo na kusomewa mashtaka yake matatu na kisha aliambiwa afungashe virago kwa ajili ya kutoka katika jumba hilo mara moja. Elikem naye alipewa onyo la kwanza na endapo atavunja kanuni na masharti ya mchezo huo atatolewa mara moja.
Big Brother alisema kuwa kitendo cha Nando hakistahili kuvumiliwa kwani kuendelea kubaki na mshiriki kama huyo ni kuhatarisha maisha ya washiriki wengine ndani ya jumba hilo.
Annabel kutoka Kenya na Sulu wa Zambia waliaga mashindano Jumapili usiku.
Mwaka 2011, Mtanzania Lotus Kyamba pia aliondolewa Big Brother kwa kumpiga mtu.

Kila upande unajinasibu kupata ushindi na kwa hali ilivyo, ni wazi kuwa yeyote anaweza kuibuka mshindi na kupewa ridhaa ya kuwaongoza Wazimbabwe milioni 13. Waangalizi 500 wa kimataifa na 7,000 wa nchi hiyo, wamesema wana imani kuwa matokeo yatatangazwa ndani ya siku tano au chini ya hapo.

Zaidi ya polisi 63,000 na watumishi wa Serikali waliruhusiwa kupiga kura wiki mbili kabla. Hata hivyo, theluthi walishindwa kutokana na karatasi za kura kutofika vituoni kwa wakati.Pia Idadi iliyotajwa ya watu milioni 6.3 waliojiandikisha kupiga kura, imeanza kupigiwa kelele na MDC ikisema ni ndogo na kwamba inaweza kuwa kubwa zaidi ya hapo.
Mugabe, Tsvangirai leo
Alisema orodha ya wapiga kura siyo nyaraka za siri hivyo zilipaswa kutolewa mapema ili kila mpigakura aone jina lake.
Harare. Wazimbabwe leo wanapiga kura kumchagua Rais na wabunge watakaoliongoza taifa hilo kwa miaka mitano ijayo.
Katika uchaguzi huo, Rais anayemaliza muda wake, Robert Mugabe anatetea kiti chake akichuana na mpinzani wake wa siku nyingi, Waziri Mkuu, Morgan Tsvangirai. Uchaguzi huo unafanyika huku Mugabe ambaye kupitia chama chake cha Zanu-PF akiwa ametawala kwa miaka 33, akipewa nafasi kubwa ya kumshinda Tsvangirai wa chama cha Movement for Democratic Change (MDC).
Mwangalizi Mkuu wa Uchaguzi kupitia Jumuiya ya Maendeleo ya Kusini mwa Afrika (Sadc), Bernard Membe alisema ana taarifa kuwa orodha ya majina ya wapiga kura haijawekwa wazi tangu juzi, ikiwa ni siku mbili kabla ya uchaguzi wa leo.
Membe ambaye ni Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa wa Tanzania, alisema ameshangazwa na hatua hiyo ya kutowekwa wazi orodha ya wapigakura katika baadhi ya vituo.
Alisema orodha ya wapiga kura siyo nyaraka za siri hivyo zilipaswa kutolewa mapema ili kila mpigakura aone jina lake.
“Orodha inatakiwa itolewe ili watu waione na kuhakiki majina yao, pia kujua vituo wanavyotakiwa kupigia kura,” Membe alikaririwa na BBC Focus on Africa akisema.
Tayari MDC kimetishia kwenda mahakamani kutokana na ucheleweshaji huo unaoweza kutia doa uchaguzi. Katibu Mkuu wa MDC, Tendai Biti alisema chama hicho kitachukua hatua za kisheria dhidi ya Tume ya Uchaguzi Zimbabwe (Zec) ili kupata uhakika wa orodha hiyo. Uchaguzi wa leo huenda ukamaliza muda wa Serikali ya mseto baina ya Zanu-PF na MDC.
Mugabe ameiongoza Zimbabwe tangu ilipopata uhuru mwaka 1980. Alilazimika kuingia kwenye Serikali ya mseto baada ya Uchaguzi Mkuu wa 2009 kutokana na shinikizo la Sadc ili kumaliza mzozo wa kisiasa uliokuwapo nchini humo.
Polisi 10,000
Ili kudhibiti usalama katika uchaguzi huo, zaidi ya polisi 10,000 wamesambazwa kwenye vituo mbalimbali vya kupigia kura. Redio ya Serikali ilitangaza jana jijini Harare kuwa polisi zaidi wamepelekwa Jimbo la Midlands wakiwa na silaha kadhaa zikiwamo bunduki na mabomu ya machozi. Pia ulinzi umeimarishwa katika maeneo ya katikati ya Harare, Highfield na Mbare.
Wafuasi wa Tsvangirai wameanza kushangilia katika maeneo ya wilaya mbalimbali hata kabla ya kupiga kura huku wengine wakiimba kwa kukumbuka ghasia za mwaka 2008, zilizosababisha wafuasi zaidi ya 200 wa MDC kuuawa.
Jino kwa jino
Pamoja na kura za maoni, ni vigumu kubashiri kama Tsvangirai (61) anayewania urais kwa mara ya tatu atamwangusha Mugabe (89).

Mahenge alitoa kauli hiyo baada ya kupokea taarifa ya kampuni hiyo kuhusu
usambazaji wa huduma za maji na mipango yao katika ununuzi wa mita kwa ajili ya
kuwafungia wateja wao.
“Kwa mipango hii mliyonayo kama
kampuni hii ingekuwa imekabidhiwa mfanyabiashara yeyote makini,angeshindwa
kupata faida?” alihoji huku mwenyekiti wa bodi ya kampuni hiyo, Silayo akikiri
kwamba faida ingepatikana.
Aliitaka kampuni hiyo kujipanga upya
kwani wanayo fursa ya kupata faida kama wakijitahidi kupunguza maji yanayopotea
lakini pia
kuhakikisha wanaondokana na mfumo wa
ulipaji anka kwa ‘Flat rate’ bali wawafungie wateja mita za maji.
“Huu mfumo wenu wa watu wote kulipa
maji kwa viwango sawa unawapotezea mapato, wapo wanaoyatumia kwa ajili
kumwagilia migomba kasha watalipa sh 3,000 kwa mwezi, ninyi mnaona hilo ni
sahihi,badilikeni”alisema.
Katika baarifa yake kwa naibu waziri
meneja wa Kiliwater, Prosper Kessy alisema uzalishaji wanakabiliwa na
uzalishaji mdogo wa maji usiokidhi mahitaji kwani upo upungufu wa mita za ujazo
13,000 sawa na lita 13,000,000 kwa siku.
Alisema pia wanakabiliwa nupungufu wa
mita za ujazo 22,000 sawa na litaza ujazo 22,000,000 wakati wa kiangazi na
hivyo kuongeza tatizo la maji kwa wateja wake.
“Kiwango kikubwa cha asilimia 78 ya
maji yasiyouzwa kutokana na uchakavu wa miundombinu,wazi wa maji,wateja wasio
na mita na wale wenye mita lakini hutumia maji kiholela”alisema. Hata hivyo
alisema kampuni hiyo inahitaji zaidi y ash milioni 600 kwa ajili ya kuwafungia
mita wateja wake kama njia moja wapo ya kuongeza mapato

Catherine Ashton: "I don't know where [Morsi] is"
EU Foreign Policy Chief Catherine Ashton says Egypt's ousted President Mohammed Morsi is "well", but that she does not know where he is being held.
Baroness Ashton had two hours of "in-depth" discussions with Mr Morsi on Monday, but declined to give details of what he had told her, insisting: "I'm not going to put words in his mouth."
She said Mr Morsi had access to TV and newspapers and followed developments.
Mr Morsi has been detained since he was overthrown by the military on 3 July.
Baroness Ashton's second visit to Egypt in 12 days comes after more than 70 Morsi supporters were killed in clashes with security forces on Saturday.
The ousted leader's allies have said they are planning a major protest in Cairo on Tuesday, and the interim government has warned that any violation of the law will be dealt with "firmly".
Security officials have also threatened to dismantle the main protest sit-in at a square near the Rabaa al-Adawiya mosque in the capital's north-east, where Saturday's deadly clashes erupted.

Lady Ashton told the BBC that after a night journey involving a helicopter ride and other forms of transport, she met Mr Morsi at a military facility.
She said the deposed president was in "good health" and "good humour".

Citroën Rosalie, the first diesel passenger car
Roundabout 1932, Andre Citroën, whose company was at the time drowning in debt, contracted the renowned British engine designer Harry Ricardo to create diesel-powered versions of Citroën motor cars, specifically the Traction Avant’s predecessor, the Rosalie.
